This is a HALFORDS pressed metal headbadge, from the 1960's I would guess.  These are new old stock acquired from a recent purchase and are rarely available, especially in this condition.

Overall size c. 52mm high, rivet holes are left-right, so it's not easy to measure the hole-centres.
